When David E. Harvey, Sr. and Gerald D. Hines started Harvey Construction Company in 1957, the majority of the work was commercial office and retail facilities. Harvey pioneered new ways to do tiltwall construction; the projects got larger, more complex, and more diverse. David Harvey, Jr. and Joe Cleary assumed ownership of the firm in 1987. We own the project big picture and assume the responsibility to make it happen. Harvey is unique among commercial contractors in that we assign one team to a project from start to finish. There’s no separate estimating department. The same people who provide preconstruction services are there for the project duration. Our clients know exactly where the accountability resides at every step along the way. On our end, this provides greater ownership for our teams – one client, one project, one expected outcome.

VP MISSION CRITICAL PRECONSTRUCTION
As the Vice President Mission Critical Preconstruction (VPMCP) you will strategically lead all preconstruction activities to drive project success and client satisfaction. Your involvement will be critically impactful in the development and implementation of preconstruction practices, strategies, estimating methodologies, and value engineering solutions to support business growth, project profitability, and operational excellence.
The MCPL will leverage his/her expertise in contributing to the collective vision shared by HCB colleagues and executive team. He/She will reimagine the design and development of construction solutions that meet the rapidly evolving and ever-changing definitions and demands of data center infrastructure. HCB is poised for a seasoned executive to step in and synthesize the design, financing, procurement, product, sales, and operational inputs into a progressive and efficient practice delivery platform.
DUTIES & RESPONSIBILITES
Preconstruction Leadership: Provide strategic direction and oversight for all preconstruction activities, including conceptual estimating, budgeting, bidding, value engineering, and preconstruction planning. Lead the development and execution of preconstruction strategies, processes, and procedures to deliver accurate, timely, and competitive proposals that meet client needs and project objectives.
Estimating and Budgeting: Direct the estimating team in preparing comprehensive project estimates, budgets, and proposals based on thorough analysis of project scope, specifications, drawings, and market conditions. Review and analyze bid documents, subcontractor quotes, and material costs to identify cost-saving opportunities, mitigate risks, and maximize project profitability.
Value Engineering: Collaborate with clients, design teams, and project stakeholders to identify value engineering opportunities and alternative solutions that optimize project value, quality, and performance while minimizing costs and schedule impacts. Lead value engineering workshops, cost-saving analyses, and risk assessments to enhance project outcomes and client satisfaction.
Contracts & Risk Management: Negotiate contracts with vendors, subcontractors, and other stakeholders to secure favorable terms. Ensure all contracts comply with legal and company standards. Identify potential risks and develop mitigation strategies to ensure project success. Monitor project progress and adjust plans as necessary to address any issues.
Client & Stakeholder Management: Build and maintain strong relationships with clients, architects, engineers, subcontractors, and vendors to understand their requirements and expectations. Act as trusted advisor and strategic partner to clients, providing proactive guidance, innovative solutions, and value-added services throughout the process.
Project Planning and Coordination: Oversee the preconstruction phase of projects, ensuring all activities align with cost objectives and timelines. Collaborate with architects, engineers, and clients to develop project plans and specifications while maintaining strong relations.
Team Leadership and Development: Recruit, develop, and mentor a high performing preconstruction team, including estimators, preconstruction managers, and support staff. Foster a culture of collaboration, excellence, and continuous improvement to empower team members, drive performance, and achieve departmental goals and objectives.
SKILLS & EXPERIENCE REQUIREMENTS
– 15+ years of progressive experience in preconstruction management, estimating, and business development within the construction industry, with a proven track record of success in leading preconstruction efforts for significant data center projects.
– Deep knowledge of data center specific preconstruction best practices, estimating methodologies, value engineering principles, and construction technologies, with expertise in reading and interpreting construction documents, specifications, and drawings.
– Strong leadership, communication, and interpersonal skills, with the ability to inspire trust, build relationships, and collaborate effectively with clients, partners, and cross-functional teams.
– Strategic thinking, analytical problem-solving, and decision-making abilities, with a focus on driving innovation, process improvement, and business growth in a dynamic and competitive market environment.
– Proficiency in estimating and project management software like Procore, Buebeam, and others. Strong analytical and problem-solving skills essential for cost estimation and risk management.
– Bachelor’s degree in construction management, engineering, architecture, or related field. Master’s degree and any additional professional certifications preferred – ie LEEDS, OSHA, etc.
KEY QUALIFYING CRITERIA
Data Center Preconstruction – Demonstrated breadth and complexity of data center environments designed and built –
– Project list of data centers constructed, ideally reflecting a breadth of building topologies in terms of size, locations, complexities, and customers
– Track record of delivering preconstruction services … predictable outcomes.
– Demonstrated command of the contracted theatre of design, engineering, supply chain, labor, safety, security, audit, and public / private authorities involved in each project.
Business Acumen – Strong customer facing commercial disposition with innovative thought leadership and nuanced understanding of the mission critical / data center market, navigating projects effectively through risk and potential obstacles.
Financial Acumen – Keen understanding of projects and program budgets, managing effectively in order to deliver profitable projects leading to successful practice foundations allowing for growth and scale.
Executive Leadership – Demonstrated history of hiring and leading teams that consistently perform at or above plan. Demonstrated mentoring of personal and professional growth of team members who become experts in their craft.

COMPENSATION & BENEFITS
The compensation package will be determined relative to the final candidate’s current circumstance and specific requirements. The package is expected to include a competitive base salary, annual bonus based on achieving MBO’s, long term incentive compensation in the form of Partnership participation, and an extensive benefit program.
